The Local Government Planning Alliance (The Alliance) is a group of five planning businesses that delivers flexible planning and development assessment services to local governments
The Alliance can provide the following levels of service for managing and assessing Development Applications (DA) for your Council.
The Alliance is administered by a single entity through the offices of Cottrell Cameron & Steen Surveys Pty Ltd (CCS Surveys). While each company operates independently, all our work for local government clients is managed centrally within the Alliance
There are five companies that are currently members of the Alliance. The LGPA provides services to local government using skills and resources from businesses including:

* Kevin Moran Consulting Town Planner
* Plan Associates
Services the LGPA provide:
* Technical support for preliminary development enquiries, including receiving and responding to phone or written enquiries for planning applications.
* Technical support for the Council in preparing DA reports, including:
o assessment of submissions;
o preparing planning reports; and
o managing DA processes for Material Change of Use (MCU) and ROLs from commencement to completion
* Technical support in preparing and negotiating decision notices and preparing for appeals, including third party planning expertise for negotiated decision notices and appeals
Three of the Alliance firms provide development assessment services to Queensland local governments, including the “Risk Smart” process used by Brisbane City Council and standard IDAS processes across rural and regional councils.
The Alliance offers a comprehensive range of services that include taking development enquiries for Councils and preparing negotiated decision notices on applications as small as two-lot reconfigurations to completing a material change of use for a $1billion power station. The Alliance can provide all or part of the services needed within the IDAS stages depending on Council’s requirements. This flexibility allows our services to be tailored so that Council officers remain as the front face of the Council while the Alliance provides material such as information requests, planning reports and decision notices.
The Alliance can provide Councils with assistance in developing internal systems and templates, and also provide Development Application preparation services for clients of Council, coordinated with Council’s own DA assessment
The Alliance can;
* Undertake a review of local planning schemes to identify commonalities, differences and implications for development assessment, including reporting on consistency issues across all planning schemes following amalgamation.
* Provide terms of reference and briefs for amalgamating planning schemes, assist in the calling of tenders and assessment of proposals, including managing the tendering process to engage consultants to prepare a new planning scheme.
* Prepare interim changes to existing planning schemes, including preparing interim amendments to planning schemes while a new planning scheme is being prepared.
* Project manage the preparation of a new planning scheme and Priority Infrastructure Plan (PIP) for the Council, including technical reviews.
Council Staff can be trained to deliver planning services and IDAS processes for Council. This includes front-counter and regional office staff. The Alliance has the people with the experience to train Council staff in all aspects of the development assessment process.
The Alliance can;
* Undertake analysis of technical and administrative systems for management of Council planning service delivery, including:
o Ensuring consistent and compliant systems are in place for the delivery of IDAS during the transitional phase, especially for administering multiple planning schemes.
o Providing advice on any computerisation of IDAS application tracking.
